There are several public parks that are designated as an off-leash dog park in Austin, TX. One example is Red Bud Isle. If it is illegal to offer a glass of water in a restaurant (will somebody please calculate the total savings of this trivial action?), then by comparative water usage, lawn watering is tremendously wasteful.

We are in an emergency, people! Running out of water will cause DEATH (due to the economic impact, rather than thirst or famine). Economic catastrophe for California will reduce the services available for the homeless, physically and mentally ill, public safety (police, fire), education, and more.

An acceptable compromise is the replacement of all "thirsty" (i.e., water inefficient) aesthetic and recreational landscaping, with drought tolerant (native and non-invasive imported) planting, reclaimed water (grey water), and non-potable salinated water; if these reduce each area usage by well over 50%.
